A former U.S. Army Captain and Helicopter Pilot who served in Operations Desert Shield and Desert Storm and before that had tours in Panama during Operation Just Cause and in the Republic of Korea as a Scout Helicopter Platoon Leader in the 309th Attack Helicopter Battalion at Camp Page, Chun'chon. Carl wound down his active duty career between Ft. Bragg, NC and the Presidio of San Francisco as goalkeeper for the United States All-Army Soccer Team before heading to Northwestern University School of Law in Chicago in 1992.

Since 1995 Carl has practiced law as a Government Contracts attorney representing companies doing business with Federal, State, and local government agencies. These representations have involved appearances before the U.S. Court of Appeals for the Federal Circuit; The U.S. Court of Federal Claims; The U.S. District Court for the Northern District of Georgia/ the Middle District of Georgia / and the Southern District of Georgia; the U. S. Government Accountability Office (GAO); the U.S. Small Business Administration Office of Hearings & Appeals (SBA OHA); State Trial and Courts of Appeal; and Administrative Tribunals and Hearing Officers at State, County, and City Agency level.

In 2010 he created GCARL, which is not a law firm, to service an unmet need in the Government Contracting market -- To give small businesses and companies new to Government Contracting access to the same kind of quality knowledge base, experienced resources, technical skill and understanding as the larger, more experienced Government Contractors those businesses would compete against or partner with. GCARL would level the playing field by bridging the resource gap that so often keeps small, disadvantaged companies and companies getting started from really taking off in Government Contracting. GCARL focuses on helping companies, particularly Veteran-owned, Women-owned, Minority-owned, 8(a), and HUBZone companies Win, Keep & Profit From Government Contracts by Getting It Right the First Time.

Carl also continues his Government Contracting law practice through the Gebo Law Group LLC,
