Carl A. Gebo

Carl Gebo is the owner of Government Contractors Assistance & Resource Line LLC and The Gebo Law Group LLC, a service-disabled veteran owned law firm in Atlanta, Georgia. Mr. Gebo focuses his practice on litigation relating to government contracts and construction projects. Mr. Gebo has advised on compliance with and the impacts of legislation and regulations affecting federal, state, and local acquisition processes. He has negotiated teaming agreements, joint ventures and privatization partnership agreements for public service facilities.

He has also advised state and local governmental entities regarding contract disputes, procurement procedures, and the conduct of substantial privatization efforts. Mr. Gebo has also advised clients regarding compliance issues related to federal programs designed to assist new, small, and disadvantaged companies enter the government contract sector, such as Mentor Protégé Programs, Small Business Administration and VA set-aside contracts. He also has assisted companies with the application and certification processes of those programs

Mr. Gebo has assisted companies to assess and resolve claims based on the Davis-Bacon Act, Buy American Act, Service Contract Act, False Claims Act,constructive changes, defective specifications, terminations for default and convenience, and breach of contract. His law practice has included representing clients before various federal Boards of Contract Appeals, the Government Accountability Office, the United States Court of Federal Claims, the Court of Appeals for the Federal Circuit, as well as numerous state and local administrative tribunals and boards charged with oversight of public procurements.

Mr. Gebo has helped companies involved in the following types of government projects and services: municipal water and wastewater treatment facilities, municipal sewer systems, transportation systems, environmental remediation, public-private multi-use/reuse residential projects, privatized military housing, healthcare facilities, government office buildings, hotel and resort properties, colleges and universities, athletic and recreational facilities, stadiums and arenas, secondary and elementary schools, public libraries, museums, dams and flood control, chemical weapons removal, disaster management, property management, call center services, food & beverage, retail, and duty-free concessions, professional and non-professional staffing services, telecommunications products and services, component and end-product manufacturing.

Before becoming an attorney, Mr. Gebo was a United States Army Captain and helicopter pilot serving in Korea, Panama, Saudi Arabia, and Iraq.
