Mr. Hagen has more than 20 years of experience as a Senior Program Contracts Manager. During his tenure he has managed government contracts and subcontracts, engineering and construction teams on military and commercial construction projects. He is licensed by the State of Florida as a Professional Engineer and Certified Building Contractor. Mr. Hagen has cultivated a keen understanding of the requirements of the Federal Acquisition Regulations (FAR), Agency Supplements, Service Contract Act, and Davis-Bacon Act through his many years negotiating, managing, and leading federal government construction contracts and projects. His track record is one of increased effectiveness and efficiency resulting in decreased time, costs, and losses and growing revenues.
He has worked as the Senior Program/Contracts Manager of Osprey Contracting, Inc. since 2010, where he was a Project Manager on U.S. Air Force infrastructure construction projects. His management of those projects resulted in substantial completion two months ahead of schedule. Mr. Hagen also knows the keys to successfully starting Service-Disabled Veteran-Owned Small Business (SDVOSB) business ventures in support of the U.S. Air Force, U.S. Navy, and U.S. Department of the Interior construction projects.
Mr. Hagen also worked as a project manager at J2 Engineering Inc., at Cape Canaveral Air Force Station in Florida. He managed two consecutive programs for the Air Force, each totaling more than $30 million. He also successfully executed more than $10 million in sub-contracts. Overall, Hagen played an integral role in the management and business development of the U.S. Air Force, 45th Space Wing for 10 years.
